The GIF frames are always re-encoded to the selected video codec. When an audio track is provided, it is muxed into the output with the chosen audio codec and the video is cut to the GIF length.
From 256 colors to true color: converting GIF to video expands the palette to full color, but the output can only show the 256 colors that exist in the source — the other 16.7 million were discarded at GIF creation and no converter can invent them back (dither patterns baked into the GIF also stay). Choose the output frame rate to match or divide the GIF's delay: a 100 ms (delay 10) GIF is exactly 10 fps. Palette mechanics: Video to GIF.
